The Hellenic Recycling Agency (HRA, EOAN) is a legal entity with administrative and financial autonomy under the supervision of the Ministry of Environment and Energy. The scope of HRA (EOAN) is the implementation of the policy for the prevention and alternative management of various products and their waste for which prevention measures and / or alternative management / extended producer responsibility programs are applied.

The operational framework of the Organization, its objectives and its responsibilities are described in detail in law 4819/2021 (Part D Government Gazette 129 / A / 23.07.2021). EOAN prepares and submits to the Ministry the regulatory framework for Extended Producer Responsibility Programs (EPRPs), as well as the operating framework of the Extended Producer

Responsibility Schemes (PROs). In 2026, 28 PROs for 7 waste streams are operating in Greece, while the operation of 10 new streams that fall under the Extended Producer Responsibility Programs is underway.
